ALARP demonstration for LPG storage safe water removal.
A refinery was under pressure from the UK HSE over the operating practices at their LPG storage tanks. Improvements were required. Poor operation could lead to uncontrolled LPG releases and a vapour cloud explosion or BLEVE. An independent consultant was called in to review the client’s practices against ALARP and make recommendations.
Review the HSE recommendations and existing design and operations, against good practice, and perform a gap analysis.
Facilitate an inherent safety review to identify further risk reduction measures.
Demonstrate that risks have been reduced to ALARP and provide a justification for accepting or rejecting each risk reduction measure. Perform Cost benefit analysis and consequence modelling where necessary.
