ALARP demonstration for LPG storage safe water removal.

The Problem

A refinery was under pressure from the UK HSE over the operating practices at their LPG storage tanks. Improvements were required. Poor operation could lead to uncontrolled LPG releases and a vapour cloud explosion or BLEVE. An independent consultant was called in to review the client’s practices against ALARP and make recommendations.

The Solution

  • Review the HSE recommendations and existing design and operations, against good practice, and perform a gap analysis.

  • Facilitate an inherent safety review to identify further risk reduction measures.

  • Demonstrate that risks have been reduced to ALARP and provide a justification for accepting or rejecting each risk reduction measure. Perform Cost benefit analysis and consequence modelling where necessary.
